While not outwardly cruel, Jörg views the world through a cost-benefit analysis. He is careful to keep the popular opinion of the labor classes in mind. If it is not practical for reasons of appearance, then he will forego his greedier impulses, but he does not feel guilty for having had them. When Quinta District is cut off and half its population left behind, what keeps him up at night are not the people trapped by the Titans so much as the art collection he could not take with him because it would look bad.
