Tsubasa Shiina is a fourth grader who just moved to Hokkaido with her father. Shy Tsubasa has a hard time making new friends at school. Her father is concerned, but he's just too busy with his new job. He even shows up late on Parents' Day. One night, Tsubasa sees a strange-looking object falling from the sky. Is it a spaceship!? It falls right into the woods by her house. It turns out to be a wounded alien in a damaged spaceship. All of a sudden, a monster starts coming at Tsubasa! Tsubasa suddenly transforms into "Figure." Confused and afraid, she somehow manages to defeat the monster with her new unbelievable power. After the fight, Tsubasa sees a girl who looks just like her - the girl's name is Hikaru!

MAINTsubasa Shiina (椎名つばさ Shīna Tsubasa) is the main protagonist of the Figure 17: Tsubasa & Hikaru media franchise. In the original Japanese anime version, she was voiced by Akiko Yajima while in the English dub she was voiced by Kari Wahlgren (under the alias Kay Jensen).

MAINHikaru is a ribers, a synthetic organism that can adopt the appearance of other living beings. When Tsubasa first confronts a maguar, she accidentally strikes and breaks a container holding such ribers, who makes contact with her and fuses with her to become a teenage-like figure (some sort of combat suit) which then defeats the maguar. After the battle, the ribers unfuses from Tsubasa and adopts her former host's human appearance, thus becoming Tsubasa's "twin" of sorts.

SUPPORTINGOldina is an intergalactic police officer. She is sent to Earth to aid D.D. in locating and exterminating the Maguar scattered all over Hokkaido. Upon arrival, she discovers that one of D.D.'s Ribers units went in contact with Tsubasa and became Hikaru, and she is not pleased by the fact that he violated a primary protocol by making contact with humans.
