Shigen Houto

Shigen Houtou is a B-ranked fighter and a spy for Seito currently posing as Shiyoku Shokan (蔣幹 子翼, Shōkan Shiyoku), a Kyosho student. She is an expert at using medical needles and was one of three girls who seduced Koukin in an attempt to make him defect to Sousou's side; she gave him "extra attention" afterwards to ensure he would not escape (nothing really happened).
