Triela (Toriera, トリエラ) was one of the Social Welfare Agency's second oldest and one of the agency's first generation cyborgs. Her handler was Victor Hilshire. She was also one of the main protagonists in the series.

Henrietta (ヘンリエッタ) was one of the Social Welfare Agency's first generation cyborgs with her handler as Jose Croce. She was also one of the main protagonists of the series.

Confined to a hospital bed since she was born due to severe birth defects that left her unable to walk and in constant pain, Rico was signed over to the SWA by her parents on her eleventh birthday.

クラエス

Claes (クラエス kuraesu) is a child cyborg assassin in the Social Welfare Agency. Her former handler was the late Claudio Raballo, an ex-member of the Italian Carabinieri. She is usually confined to the Agency, unable to participate in missions with the other girls since his death. Claes is used as a test subject by the cyborg engineers of the Technology Development Department, who utilize controlled situations and equipment to monitor the usefulness of her implants. While part of a fratello with Raballo, Claes employed the H&K VP70M and the MP5K PDW. She briefly wields the M249 SAW.

Jose Croce is an agent working in Section 2 of the Social Welfare Agency as a Handler. He is the younger brother to Jean, the older sibling of Enrica, and the Handler to Henrietta.

Victor Hartman was a Europol detective from Germany tasked with inter-departmental liaison at Interpol HQ. He wanted to join the Child Abuse Regulations Section to help expose a child-torture group operating in Holland. However, his boss denied him the request on the grounds that he was “too soft” to deal with the sort of cases that the team came up with. Later approached by Rachelle Belleut, the two decided to investigate a warehouse where torture sessions were rumored to take place. They received information concerning the child smuggling ring from Mario Bossi, a Camorra leader who had experienced an attack of conscience. In the course of rescuing a girl from a snuff movie, Rachelle was mortally wounded. Hartman and Bossi managed to rescue the girl and get her to the hospital where she fell into a coma as a result of her experiences. The two

Beatrice is an unemotional and apathetic girl, posing as a sharp contrast to her handler Bernardo. She has a unique Cyborg ability, allowing her to smell explosives in an area or on an indivdual. She forms a friendship with Claes, who teaches her botany and gardening.
