Shuto Katsuragi (葛城 首藤, Katsuragi Shutō) was an aspiring hero who one day went through certain events that made him accidentally join the "evil" organization Jackal and become the "villain" Ratman. Shuto is the son of Nozomi Katsuragi and Atsuto Katsuragi and the older brother of twin sisters Ana Katsuragi and Yuna Katsuragi.
水島ミレア
MAINMirea Mizushima (水島尿素, Mizushima Mirea) is a first year classmate of Shuto Katsuragi. She was the one who recommended that Shuto become Ratman. Her grandfather is Gengo Mizushima, and her sister is Crea Mizushima, the leader of the evil organization, Jackal.
姫崎梨緖
MAINRio Kizaki (木崎リオ, Kizaki Rio) is a 2nd year student of the same school as Shuto Katsuragi. She is the daughter of Shouichirou Kizaki, the President of the Japan Hero's Association. Like Shuto, she is an aspiring hero. However she later achieves her dream and becomes Catgirl Rio for Andou Electronics.
クレア水島
MAINCrea Mizushima (水島クレア, Mizushima Kurea) is the leader of Jackal, a supposedly "evil" organization. She is the granddaughter of Gengo Mizushima and the sister of Mirea Mizushima, as well as Shuto's "boss."
Ana Katsuragi (葛城 アナ Katsuragi Ana) is the daughter of Atsuto Katsuragi and Nozomi Katsuragi, the younger sister of Shuto Katsuragi, and the twin sister of Yuna Katsuragi.
Yuna Katsuragi (葛城 ゆな Katsuragi Yuna) is the daughter of Nozomi Katsuragi and Atsuto Katsuragi, the younger sister of Shuto Katsuragi and the twin sister of Ana Katsuragi.

SUPPORTINGMasato Saeki (冴木将人, Saeki Masato), or Ankaiser (アンカイザー, Ankaizā), is an A-List commercial hero from ANK Security. However, after ANK Security went bankrupt due to the boss stealing money from his own company, he becomes a D-Rank hero for Kaiser Boxing Gym.
Shouichirou Kizaki is the President of the Japan's Hero Association and father to Rio Kizaki and widowed husband to Orie.
